The extended transition period, now spanning from 31 July to 31 December 2024, carries a significant impact, touching all ASQA-regulated Registered Training Organizations (RTOs). Specifically designed for a unique group—secondary school students who initiated their training before 31 July 2024 and are slated to undertake their 2024 end-of-year school exams tied to CHC33015, as directed by the state/territory school authority.

To facilitate a seamless transition, students in this category must either successfully complete and receive certification or transition seamlessly to replacement training products by the updated transition end date.

This latest CHC update not only reaffirms ASQA’s commitment to upholding outstanding standards in vocational education and training but also signals a responsive approach to the evolving needs of learners within the educational landscape.

18 August 2023 Training Update: Extended Transition Period Granted for CHC43115 Certificate IV in Disability

The Australian Skills Quality Authority (ASQA) has approved an extended transition period for CHC43115 Certificate IV in Disability to ensure learners’ smooth and equitable transition. This credential holds immense significance for individuals aspiring to make a positive impact in the field of disability support.

ASQA exercised its authority to grant extended transition periods for specific qualifications. Per the Standards for Registered Training Organisations 2015, the decision relieves learners and training providers alike.

The extended training, assessment, and certification issuance period for the CHC43115 qualification will conclude on 31 July 31, 2024.

Aspiring disability support professionals now have an extended timeframe to pursue, complete, and receive certification for this qualification.

The extended transition period permits new enrolments into the CHC43115 Certificate IV in Disability qualification. However, all students must complete the qualification or be transferred to a replacement qualification by the transition end date.

During the extended transition period, the CHC43115 Certificate IV in Disability will remain within the scope of registration for Registered Training Organisations (RTOs), which means that as a training provider, you can offer this qualification to your learners with the confidence that they are contributing to the development of skilled professionals in the disability support sector.

24 July 2023 CHC Training Package Update: Expanded List of CHC Qualifications with Extended Transition Periods

To support learners and training organisations, the Australian Skills Quality Authority (ASQA) has taken a progressive step by approving extended transition periods for specific CHC qualifications.

This decision mitigates genuine disadvantages that may arise for specific cohorts of learners due to the previously set transition timelines.

The extended training, assessment and certification issuance period for the following qualifications and skill sets will end on 31 July 2024:

But for the CHC52015 Diploma of Community Services, ASQA granted an extended transition period until 31 December 2024.

These qualifications offer learners various pathways into crucial sectors, empowering them to impact the lives of individuals and communities positively.

The extended transition period applies to new and continuing students, allowing providers to accommodate new commencements during the extended period.

However, as a training provider, you must ensure that all students receive their qualifications or transfer to replacement qualifications before the new transition ends. This condition ensures that learners’ efforts are recognised and rewarded while maintaining the quality of education delivered during the extended period.

3 July 2023 CHC Training Package Update: Enhancements on Qualifications and Skill Set

15 June 2023 CHC Training Package Update: Extended Transition Period Granted for CHC51115 Diploma of Financial Counselling

In a recent CHC training package development, the Australian Skills Quality Authority (ASQA) has approved an extended transition period for the CHC51115 Diploma of Financial Counselling qualification. This decision allows all registered training organisations (RTOs) to continue offering the qualification for an extended period.

ASQA has the authority to grant transition periods longer than those outlined in the Standards for Registered Training Organisations 2015 in certain cases. To determine the need for an extension, ASQA considers applications based on the potential genuine disadvantage that a group of learners may face if the extension is not granted.

In the case of the CHC51115 Diploma of Financial Counselling, ASQA has evaluated the situation and concluded that an extended transition period would be beneficial. It means RTOs with authority to deliver this qualification can continue training, assessing, and issuing certifications until the transition end date of 14 December 2024.

It’s important to note that new enrolments are still allowed for this qualification. However, all students must either complete the CHC51115 Diploma of Financial Counselling or be transferred to the replacement qualification by the end of the transition period.

Financial Counselling Australia supports this extended transition period for the said qualification of the community services training package. ASQA also consulted with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council Western Australia (TAC WA) regarding this request.

During the extended transition period, the CHC51115 Diploma of Financial Counselling will remain on the provider’s scope of registration, ensuring the continued availability of this qualification until the end of the extended period.

CHC Training Package 24 April Update: Near 100% Rise in Early Childhood Enrolments After Government Reinstates Certificate III and Diploma Courses

Enrolments in early childhood courses have almost doubled since the South Australian government reinstated the Early Childhood Education and Care Certificate III and Diploma courses of the CHC Training Package at TAFE (Technical and Further Education) last year.

The previous government removed these Community Services Training Package courses from TAFE SA in metropolitan areas, leading to a shortage of qualified early childhood education and care professionals.

The Minister for Education, Training and Skills, Blair Boyer, reported that enrolments for both courses in Semester 1 for 2023 are at 456, nearly doubling last year’s 276.

The Early Childhood Education and Care Certificate III and Diploma courses were also added to the Fee-Free TAFE list, ensuring that people who may not have had access to education before now have the opportunity to do so.

According to Boyer, the surge in enrollment for TAFE SA’s early childhood education and care courses serves as a testament to their wise decision to reinstate these programs. They recognised that building a skilled workforce is essential in delivering quality education to three-year-olds. In addition to reintroducing these CHC Training Package courses to TAFE, they have made them completely free of charge.

Royal Commission into Early Childhood Education and Care Interim Report Released 17 April 2023

In October of last year, the Malinauskas Labor Government initiated the Royal Commission into Early Childhood Education and Care. The commission, led by former Prime Minister Julia Gillard, recently published its interim report on 17 April 2023.

While the report focused on three-year-old preschool, it is part of ongoing efforts to provide the best opportunities for children and those seeking meaningful careers.

The Interim Report has provided recommendations to the government on improving the quality of education for three-year-olds.

Boyer praised the efforts of the commission, stating that their work has been exceptional and exhaustive, giving them a clear path to fulfill their electoral promise.

The Malinauskas Labor Government has partnered with South Australian universities to provide teaching scholarships, in addition to investing $15 million in a Country strategy that encourages educators to pursue positions in regional and rural areas.

The Royal Commission into Early Childhood Education & Care brought together a wide range of professionals, scholars, and individuals with first-hand knowledge to develop proposals for the government, both in the immediate and long term. The State Government will review these proposals and provide a response before the final report is published later this year.

6 April 2023 CHC Training Package Update: CHC43115 Certificate IV in Disability Transition Period Extended

Good news for Registered Training Organisations (RTOs)! Suppose your RTO is offering the CHC43115 Certificate IV in Disability of the Community Services (CHC) training package in Australia, the extended training, assessment, and certification issuance period for this qualification will end on 31 July 2024, exclusively for currently enrolled students.

After consulting with the Victorian Registration and Qualifications Authority (VRQA) and Training Accreditation Council Western Australia (TAC WA), ASQA has approved an extended transition period for the CHC43115 Certificate IV in Disability qualification.

RTOs can receive approval for transition periods longer than those specified in Clauses 1.26 (a), (b), and (c) of the Standards for Registered Training Organisations 2015, but only if they can demonstrate that a genuine disadvantage would occur to a cohort of learners if ASQA does not approve the extension.

To be considered for an extended transition period, RTOs must meet the ASQA Guidance for Providers – Learner Transition criteria.

If you are an RTO offering CHC43115 Certificate IV in Disability of the CHC training package, you must ensure that currently enrolled students know the extended transition period and the deadlines for completing training, assessment, and certification. You must also ensure their training and assessment practices meet the Standards for Registered Training Organisations 2015 requirements.

The extended transition period approved by ASQA allows RTOs to continue offering this qualification to currently enrolled students while they make the necessary adjustments to meet the updated training package requirements.

Community Services training package’s Certificate IV in Disability qualification is an important training program for individuals who want to work in the disability sector. 04 March 2023 CHC Training Package Update

SkillsIQ has recently completed a minor release of CHC: Community Services on training.gov.au, making some updates to the training package components. These updates were minor and did not require re-endorsement of the training package. The CHC: Community Services training package is designed to provide individuals with the necessary knowledge and skills to work in the community services sector, including areas such as aged care, disability services, and community development.

The 4 March 2023 Community Services CHC training package updates include adding one qualification and updating two qualifications and one skill set. These updates are listed below:

Everything You Need to Know About the Latest CHC Training Update 9.1

The new CHC – Community Services training package is finally out on training.gov.au! Under CHC training package version 9.1, CHC40113 – Certificate IV in School Age Education and Care was deleted and has not been replaced by a new qualification. This minor upgrade follows the release of CHC version 9.0, which also went live a few weeks after the recent changes.

It’s important to note that the removal of CHC40113 does not mean that the demand for educators who work with School age children outside school hours has decreased. The need for qualified and skilled children’s education and care professionals is still high, and the demand for quality care and education for school-aged children continues to grow.

However, the removal of this qualification may have been based on different factors. It could be due to changes in industry standards and regulations. It could also be due to the need to update and align the CHC training package with current best practices.

What RTOs Need to Do

Start by informing your students and staff about the removal of CHC40113 and how it may affect their training. Within two years of its removal from the CHC training package on TGA, students currently enrolled in the said program must have completed the qualification and received certificates.

But if they cannot finish the course on time, you must help your students explore alternative options. Assist them during the transition and transfer them to an alternative endorsed training package qualification or other relevant qualifications before the deadline.

Update your CHC learning materials to suit the changes or secure new RTO resources from trusted industry providers and developers for your alternative qualification. Plus, review your training and assessment strategy. Check your course outline and delivery plans and see if there are areas to improve.

7 December 2022 Training Update: Aged Care, Disability Care, and Direct Client Care Project Update

An announcement on 7 December 2022 signified a change in the realm of CHC qualifications, with SkillsIQ opting to retract the presence of CHC43021 from training.gov.au. This determination arose subsequent to its inadvertent amalgamation with the other 2021 CHC qualifications. For the benefit of RTOs, it’s crucial to recognise that the CHC43015 Certificate IV in Ageing Support remains valid.

In correspondence with Melinda Brown, the general manager of SkillsIQ, verification was obtained, affirming that the release of CHC43021 was an oversight that prompted its expeditious removal from the training.gov.au platform. Further elucidation was provided, indicating that the 2021 rendition of the Certificate IV in Ageing Support awaits endorsement and approval from the Skills Ministers.

Due to the impediments encountered during the endorsement and approval process of CHC43021 Certificate IV in Ageing Support, the decision has been made to exclude this qualification from integration into the upcoming Industry Cluster. While finer details about the anticipated VET system reform, slated for commencement in January 2023, remain undisclosed, its operationalisation draws near.

In spite of these developments, SkillsIQ has opted to abstain from issuing any public statements or remarks concerning the withdrawal of CHC43021 Certificate IV in Ageing Support.

To encapsulate, the alterations relevant to the 2021 CHC qualifications can be summarised as follows:

24 November 2022 Training Update

As of 24 November 2022, a pivotal moment arrives with the official release of the long-awaited CHC qualifications and units on training.gov.au. We are elated to assert our position as one of the frontrunners – potentially even the very first – to have these materials meticulously prepared and at the ready! These advancements will effectively supersede the editions dating back to 2015. Educational entities are granted a span of 12 months to transition from the previous courses to the newly introduced ones.

It is of paramount importance to recognise that the three qualifications unveiled in 2021 are not equivalent with the superseded ones. Substantial enhancements have been undertaken to mirror the evolving landscape of industry expectations. If your establishment is considering delivering the latest iteration of these community services courses, initiating the re-application process for accreditation is of the essence.

21st July 2021 Update: Latest CHC Community Services Live on training.gov.au

The much-anticipated CHC Community Service update is now published on training.gov.au. This effectively supersedes the 2013 and 2015 releases of the affected qualifications.

20th April 2021 Update: CHC Community Services (Children’s Education and Care) Update has been approved by the AISC!

The last two qualifications resubmitted during the April 20 AISC meeting have been approved. The CHC Community Services training package update will now proceed to the next step. The training package update will be endorsed to the Ministers. Once approved, the latest qualifications will go live on training.gov.au within one or two months.

Included in the changes to the training package are:

  • Diploma of Early Childhood Education and Care
  • Remove prerequisites from two units
  • Retain proposed entry requirement
  • Deletion of Certificate IV in School Age Education and Care

The AISC has also agreed to the following:

  • Development of resources to support RTOs to undertake Recognition of Prior Learning for students with experience in the sector or other education-related qualifications who do not meet the entry requirement to the Diploma of Early Childhood Education and Care.
  • Research to be commissioned to examine the impact of the Certificate III entry requirement to the Diploma on Diploma enrolment/completions over the next 18-24 months.

14 April 2021 Update: The CHC Community Services (Children’s Education and Care) Update Added on the AISC Agenda for April 20 Meeting

There will be two qualifications from the training package that will be resubmitted for endorsement at the April 20 AISC meeting. These qualifications were not approved during the February meeting.

If approved during the April meeting, we are expecting the release of the update on training.gov.au within the next month or so of approval. Check out the AISC Agenda for the April 20 meeting here.


 

The Australian Industry Skills Committee (AISC) has given the green light to new Community Services updates during their meeting in February. This means that we may be seeing the 2021 release of the popular Early Childhood Education and Care and Education Support courses.

It is important for RTOs to quickly plan out their projects and secure the new CHC RTO resources, because RTOs will be competing to be the first to market with the popular CHC courses.

What’s New in the Latest CHC 4.0 Update?

Below is a quick outline showing the scale of the new CHC updates.

  • The revision of six (6) qualifications
  • The revision of 32 units of competency
  • The addition of three (3) new units of competency
  • The addition of one (1) new skill set
  • The revision of two (2) skill sets
  • The deletion of six (6) units of competency
  • The deletion of three (3) skill sets

AISC approved the Cases for Endorsement of the following four (4) qualifications:

  • CHC30121 Certificate III in Early Childhood Education and Care
  • CHC50221 Diploma of School Age Education and Care
  • CHC30221 Certificate III in School Based Education Support
  • CHC40221 Certificate IV in School Based Education Support

The following two (2) qualifications were not approved at the February meeting:

  • CHC50121 Diploma of Early Childhood Education and Care
  • CHC40121 Certificate IV in School Age Education and Care

The AISC will work with the IRC to identify solutions to the concerns of stakeholders. This will be done prior to the qualifications being resubmitted to the AISC for approval. This means that the new courses may be released soon and RTOs need to adapt and secure their resources!
